This is a 9" sized scoop face by Steve Fountain, lure maker of Fountain Lures out of Hawaii. His lures are very popular locally as they are heavy fish producers. 

BOM Skirt Size 302

This particular head has two slabs of real Mother of Pearl shell along the sides of the insert with a rainbow-iridescent wrapped top and bottom of the insert and a set of red and black eyes with a quadruple poured blue/green/yellow back and clear belly.
